Extraordinary Success and Reaction Effect Dice

I have a question about something I may have been doing wrong in Marvel. This references rules found on page OM51, "Extraordinary Success". As I read this again, it seems to be saying that even if you roll 5 or more higher on the Reaction roll, the Reaction effect die does not "step up" unless you are activating the effect die for a counterattack. This would mean that if I am hit with an attack that does d10 physical stress, and I also roll a d10 effect die AND exceed the action total by 5, I do not step up my die to d12, which would then step down the effect die of the action to a d8. This would only happen if I spent a doom die (or a PP) to activate that effect die to use to do stress to the attacker. Is this correct?

Why would this be a problem? If your opponent's reaction is 5 or more greater than yours, your action didn't actually work.

And don't forget, the joy of asking on a forum like this is that even if in retrospect you think "duh, why didn't I realize that" there are almost certainly folks out there who have now had it clarified for them as well.
